ვიზალიბერალიზაცია ფრენებს გააძვირებს?

როგორია ქართული ეკონომიკის ფორმულა–

მოთხოვნის გაზრდა პირდაპირპროპორციულია ფასის ზრდასთან,

თუ პირიქით?

გააძვირებს თუ არა ვიზალიბერალიზაცია ქართულ ავიაბაზარს? ვიზალიბერალიზაციის პროცესის დასრულებამდე ჯერ კიდევ არაერთი ეტაპი დარჩა, თუმცა ეს კითხვა საზოგადოებაში უკვე მუსირებს.

მით უმეტეს, რომ მოგზაურობის მოყვარულები უკვე წერენ, დაბალბიუჯეტიანი ავიაკომპანიის Wizzair-ის ბილეთების გაძვირების შესახებ.

მაგალითად, დღეის მონაცემებით, მილანში ფრენის ღირებულება აპრილის თვეში 69.99 ლარიდან იწყება (ერთი გზა – ეს ფასი მხოლოდ 12 აპრილს არის) და 229 ლარამდე ადის. ეს ფასები ყველაზე დაბალ პაკეტს მოიცავს, რომელშიც მხოლოდ ხელბარგი შედის.

Wizz go პაკეტის ფასი კი (რომლის ფარგლებშიც გარკვეული ზომის ჩემოდნის ქონის უფლებაც გაქვთ) 220.99 ლარიდან იწყება და 351.99 ლარამდე ადის.

ეს მაშინ, როცა დაახლოებით ერთი თვის წინ მილანის ბილეთების შეძენა 29 ლარი ღირდა.

თუმცა, მხოლოდ აქედან დასკვნების გამოტანა არ შეიძლება, რადგან ევრო მერყეობს და “ვიზეარსაც” სხვადასხვა დროს, სხვადასხვა საფასო კატეგორიები და შემოთავაზებები აქვს.


როგორც „ფორტუნასთან“ აეროპორტების გაერთიანების დირექტორმა ქეთევან ალექსიძემ განაცხადა, ვიზალიბერალიზაცია დადებითი ფაქტორია, რომელიც ბიძგს მისცემს კიდევ უფრო მეტ ფრენას, მეტ ავიაკომპანიას და მეტ სიხშირეს.

„მარტივად რომ გითხრათ, თუ ახლა ერთი კომპანია კონკრეტული მიმართულებით ერთი სიხშირით დაფრინავს, მგზავრთნაკადის გაზრდის შემთხვევაში იფრენს 3 სიხშირით. აქედან გამომდინარე, სიტუაცია დადებითისკენ შეიცვლება და არა უარყოფითისკენ.

ქუთაისის აეროპორტში მგზავრთნაკადის 70% უცხო ქვეყნის მოქალაქეა. ეს რეალურად გულისხმობს იმას, რომ პოტენციალი სახეზეა. ვფიქრობ, რომ თავისუფალი მიმოსვლა მგზავრთნაკადს ახლოვადიან და გრძელვადიან პერსპექტივაშიც გაზრდის“, – განაცხადა ქეთევან ალექსიძემ „ფორტუნასთან“.

მისი თქმით, მგზავრთნაკადის გაზრდა ფრენებზე მოთხოვნის ზრდას გამოიწვევს, რასაც ავტომატურად მოყვება მიწოდების გაზრდა. ეს ყველაფერი რეალურად მეტ კონკურენციას უზრუნველყოფს.

ალექსიძე ვარაუდობს, რომ ვიზალიბერალიზაციის შედეგები, ქართულ ავიაბაზარზე კონკურენციას გაზრდის, რაც ფასების ზრდას ნამდვილად არ განაპირობებს.

„კონკრეტულად ერთ რეისზე არსებობს ბილეთების სხვადასხვა კლასები. იწყება იაფიანი ბილეთებით და თუ ბოლო მომენტში ყიდულობთ, შეიძლება ის გაძვირდეს. მაგრამ ეს არ გულისხმობს ჯამში მგზავრთნაკადისთვის ბილეთის ფასის გაზრდას, პირიქით, რაც უფრო მეტი ავიაკომპანიაა და რაც უფრო მეტია მოთხოვნა, შესაბამისად, მიწოდებაც იზრდება და ბაზარი უფრო კონკურენტული ხდება“, – განაცხადა ქეთევან ალექსიძემ „ფორტუნასთან“.

ლოგიკურია, რომ მეტი მოთხოვნა ნაკლებ ფასთან ასოცირდებოდეს, თუმცა ქართული ბაზარი და ეკონომიკა ლოგიკის კანონებს იშვიათად ემორჩილება. ამას კი ნაკლები კონკურენცია განაპირობებს.

“ფორტუნა” ავიაკომპანიების წარმომადგენლებსაც დაუკავშირდა. როგორც “ლოტის” წარმომადგენელმა გიორგი ლიპარტიანმა, ჩვენთან საუბრისას განაცხადა, ვიზალიბერალიზაცია არც ისე ახლო პერსპექტივაა, შესაბამისად პროგნოზების გაკეთება ავიაბაზართან დაკავშირებით ადრეა.

რაც შეეხება ბილეთის ფასს, გიორგი ლიპარტელიანი ვარაუდობს, რომ ფრენის ღირებულება არ გაიზრდება და პირიქით, შეიძლება შემცირდეს კიდეც.

“ჩემი აზრით, ბილეთების ფასი ამ ეტაპზე არ გაიზრდება. ღირებულება ზაფხულში ავიაბილეთების ისედაც იზრდება ყოველთვის და ეს სატარიფო პოლიტიკასთან დაკავშირებული არ არის”, – განაცხადა გიორგი ლიპარტელიანმა.

კომპანია “ატლასჯეტის” კომერციული დირექტორი თამუნა თანდაშვილი კი “ფორტუნასთან” ამბობს, რომ ვიზალიბერალიზაციის შემდეგ, ფასები უფრო მოქნილი გახდება და ავიაკომპანიებს მეტის შეთავაზების შესაძლებლობა ექნებათ ფასებისა და კამპანიების თვალსაზრისით.

“საფასო პოლიტიკას ამა თუ იმ ქვეყანაში დამოუკიდებლად მიმდინარე მოვლენები არ განსაზღვრავს. ეს დამოკიდებულია დოლარის და ევროს კურსზე, მოთხოვნაზე. თუ მოთხოვნა იზრდება შესაბამისად  ფასიც იზრდება, მაგრამ ამ ფასები დარეგულირება პრომო კამპანიებითაა შესაძლებელი, რითაც ჩვენი ბაზარი აქამდე განებივრებული არ იყო. მაგალითად დაბალფასიანი ბილეთები გავყიდოთ, რაიმე კამპანიის ფარგლებში განსაკუთრებულად დაბალ ფასად”, – განაცხადა თანდაშვილმა “ფორტუნასთან”.

თამუნა თანდაშვილის განცხადებით, ქუთაისის აეროპორტი შეიძლება მეტად კონკურენტული გახდეს, თუმცა ეს სავარაუდოდ, მაღალი გადასახადის გამო თბილისის აეროპორტს არ შეეხება.

“ქუთაისის აეროპორტი მაინც დარჩება დაბალბიუჯეტიანი ავიაკომპანიების სამიზნე ჯგუფად. თბილისის აეროპორტში კი ჩვენი ინფორმაციით, ჯერჯერობით არ არის დამატებითი ავიარეისების განხორიცელებაზე რაიმე წინადადება შემოსული. თუმცა, ნაადრევ კამპანიებს ავიაკომპანიები წესით უნდა გეგმავდნენ. ვგულისხმობ, ფასის და მიმართულების შეთავაზებას. ყიდვის პერიოდი უნდა იყოს დაყოფილი აპრილამდე და აპრილის შემდეგ (რა დროსაც უვიზოდ გადაადგილებას შევძლებთ) მე ვფიქრობ, რომ კამპანიები უფრო გააქტიურდება. მოქალაქეები დაიწყებენ გარკვეული პერიოდით ადრე ავიაბილეთების შეძენას, რაც უჩვეულო და ახალი იქნება ქართული ავიაბაზრისთვის, რადგან მგზავრები აქ ძირითადად 1 კვირით ან 10 დღით ადრე იწყებენ ხოლმე ბილეთების შეძენას. ამიტომაც ფასები მოსახერხებელი არ არის მათთვის. თან ვიცით რომ თბილისის აეროპორტში საკმაოდ მაღალი გადასახადია”, – განაცხადა “ფორტუნასთან” თამუნა თანდაშვილმა.

“ლოტის” წარმომადგენელი გიორგი ლიპარტელიანი კი ვარაუდობს, რომ მოთხოვნა ფრენებზე მხოლოდ საწყის ეტაპზე გაიზრდება, შემდეგ კი კვლავ სტანდარტულს დაუბრუნდება.

“შეიძლება პირველ ეტაპზე მოთხოვნა გაიზარდოს, თუმცა შემდეგ ეტაპზე ეს დასტაბილურდება. ის ნაწილი ვინც აქამდე დადიოდა საზღვარგარეთ, ისევ იმ სიხშირით ივლის. საზოგადოების ის ნაწილი, რომელსაც მოგზაურობისთვის ბიძგს ვიზალიბერალიზაცია მისცემს და ამის საშუალებაც ექნება, ცოტაა და ნაკადი მალევე შემცირდება. თუ მოთხოვნა გაიზრდება შესაძლებელია, ავიაკომპანიებმა სიხშირეებიც დაამატონ”, – განაცხადა გიორგი ლიპარტელიანმა “ფორტუნასთან”.

ასე რომ, მათთვფის ვინც მოგზაურობისას ხარჯების შემცირებაზე ფიქრობთ, დადასტურებულად მხოლოდ ის შეგვიძლია ვთქვათ, რომ თქვენს ვოიაჟს სავიზო მოსაკრებელი გამოაკლდება. თუ მოგზაურობას რამდენიმე თვით ადრე დაგეგმავთ, ბილეთებს “ნორმალურ” ფასად იყიდით. ფრენები კი ბაზარზე ახალი კომპანიების შემოსვლამდე არ გაიაფდება.
